DLUHC MMC KOP

"Limberger Associates played a pivotal role in driving forward an MHCLG-commissioned research project aimed at improving sector standardisation. They were excellent at bringing together diverse stakeholders and establishing robust governance. Their professionalism and high-quality outputs ensured the project remained on track and earned the trust of everyone involved."

Next steps

  • Exploring the potential of a follow on project, to further develop and exploit the MMC Kit of Parts, for the benefit of the housing sector.

About the Project

Funded by the UK Government’s Department for Levelling Up, Housing and Communities (DLUHC, but now renamed MHCLG), the modern methods of construction research standardisation and kit of parts project developed a digital kit of parts for low-rise housing.

The Digital Kit of Parts project (d-KoP) provided an open-access digital framework for generating designs aligned with Modern Methods of Construction (MMC) and focussed on performance specifications for structural MMC components (categories 2 and 5) used in low-rise housing construction.

The objectives included:

  • Establishing consistent standards for performance, geometry, quality, certification, and interface constraints of MMC components. This improves product assurance and remove barriers to investment in manufacturing capability.
  • Definition of quality requirements for MMC category 2 solutions available in the market, advancing safety and assurance of MMC.
  • Derisking of the procurement process: By encouraging standardisation, more MMC suppliers can provide similar solutions on projects. This re-aligns the MMC design, procurement and construction process with traditional construction, significantly reducing the risks associated with selecting a single supplier, and improves MMC project outcomes.

Our Role

Full lifecycle Project Management Services and project leadership.

  • Partner responsible for project management and governance
  • Supported with creating the project structure
  • Management of the 4-party consortium
  • Coordination of the 4 work streams
  • Reporting to the government department
  • Relationship management with government, partners and the Strategic Advisory Board
  • Implementation of a robust project management structure incorporating; scope, schedule, risk, reporting and change control
  • Supported in the creation of key project reports

Achievements and outcomes

  • Facilitated collaboration with over 300 industry experts across an otherwise fragmented stakeholder landscape – including connecting current industry research initiatives to encourage knowledge sharing across the sector
  • Translated the government department’s policy criteria into practice to aid evaluation of products against the criteria and improve uptake of MMC technologies
  • Identified key barriers and challenges within the MMC housing market

Challenges overcome

  • Managed extensive industry engagement
  • Managed within tight resource constraints
  • Dealt with project delays and constraints arising from the political environment
